I am happy to let you all know that IEEE/ACM has setup:
   ACM/IEEE-CS High Performance Computing Ph.D. Fellowship Program
based on a proposal from the SC conference Steering Committee 
(http://sc07.supercomputing.org/index.php?pg=steercommittees.html).

Please see attached document that provides details on how to apply for 
the same.

Please note that this scholarship is open for PhD students from all over 
the world.

As you know SC conference is co-sponsored by the IEEE Computer Society 
via our TCSC, so it will be great to have "young" members of TCSC 
actively participate in this program. I have CCed this email to TCSC 
Young Researchers Forum coordinators to promote this for our young members.
